The only way you could ever be certain a bomb was about to go off that would kill 1000s of people would be if you knew exactly where it was and if you knew that, why would you need to torture anybody?

We also live in a world where people were "certain" that Saddam Hussain had WMDs until they found out he didn't have any.

The torture and abuse of men, women and children that had been committed by the Bush administration did not involve any such scenarios. Mostly it was about signing confessions.
