The problem lies with the FCU in the engine. On the 3B engine the FCU doesn't have this limitation and when the APR kicks in should you have an engine failure while taking-off, the APR icon will apperars and the power will be appropriate. Variable value depending on the conditions... This is not the case with the FCU of the 3A-1
engine, the icon would appears but the value could be incorrect. Since certification are so specifics and minimal crew action get into the equation, Bombardier were not able to have approval to have the NFP to set the power in the event of an engine failure and they had to take the penality for APR inop at-18 and within 1000".
This is a short historic and I understand that it does not seem simple but as you know, it goes with the rest of the A/C...Yvan.
