Having a home where he can run freely isnt necessarily a good idea. Even in the country dogs get hit by cars and trucks. Also, if he harasses someone's livestock, the owner of the livestock has the right to shoot and kill the dog. Living in town you have the advantage of using the dog park where he can run about safely. Also, some people in the country may keep him strictly as an outside dog where he may feel isolated (dogs are pack animals and like to be with their people which is their pack). If you can no longer keep him, a home in town with a fenced yard and someone with lots of time may be the thing or a person in the country with a fenced yard. There is also a german shepherd rescue www.gsrt.net that may be a good one to contact. Rescues will frequently have people contacting them for a specific breed and they can screen a perspective new home.
He would probably be happier staying in the home he has known for 5 years.
