 I agree. There is no way a descent doctor would have allowed a child of the opposite sex in the exam room. The "no babysitter" line would have just been an excuse since the girl could have waited in the waiting room.
Secondly, a mother would not have permitted a stranger to be in the exam room alone with an impressionable very young teen boy, nor would she send him to her for a penis inspection.
