You need a PAL to NTSC converter ; these can be found at www.lektropaks.com.
However, there are probably some shops doing this, but where? It shouldn't be too expensive.
Also, beware that no shop will make a transfer of a commecial VHS - they will if it's your own private little film indeed, not if you show up with Star Wars or Chasing Amy...
