You need a converter to do that.
NTSC is 60Hz, PAL is 50Hz ; PAL has 720x576 and NTSC is lower than that.
All PAL machgines will read NTSC and transform it into PAL 60Hz but none will record the signal. To my knowledge no NTSC consumer deck even reads PAL, let alone record it.

Although I have never used an NTSC D-VHS deck, I sincerely doubt the americans and japanese would bother for the little PAL market...
