競賽董事小組今天完成了就騎師徐君禮於2010年1月20日跑馬地賽事中按小組指示所提供尿液樣本的化驗報告而展開的研訊。騎師徐君禮及馬會賽事化驗所主管溫思明博士今天均作出證供。徐君禮在研訊中亦呈交了書面證供。

溫思明博士於1月25日報告，騎師徐君禮所提供的該份尿液樣本被驗出含有氯胺酮（ketamine）。根據香港賽馬會賽事規例，氯胺酮屬違禁物質（騎師）。

騎師徐君禮獲通知化驗結果後，表示希望由一家獨立化驗所測檢該份樣本的保留部分。因此，樣本的保留部分被送往法國Laboratoire des Courses Hippiques進行確證化驗。小組於2月8日星期一接獲法國Laboratoire des Courses Hippiques的主管Y Bonnaire博士的報告，表示該化驗所進行化驗後證實該份樣本含有氯胺酮。

騎師徐君禮今日被裁定違反香港賽馬會賽事規例第60(1)條，因他於1月20日跑馬地賽事中按小組指示所提供的尿液樣本經化驗後發現含有氯胺酮。小組決定，根據此事件的情況，對騎師徐君禮的適當處罰為暫停其騎師牌照十二個月，直至2011年1月25日為止。此項罰則追溯至2010年1月25日開始執行，騎師徐君禮在該日被小組著令暫停策騎。在衡量罰則時，小組已考慮到徐君禮曾因違反賽事規例第60(1)條而被處罰。

小組告知徐君禮，他有權就此項裁決提出上訴。

小組亦告知徐君禮，儘管他有權提出上訴，但他日後若向馬會申請騎師牌照，受薪董事小組會向馬會牌照委員會建議，要求他就其為何應獲發牌而「提出理由」。

小組並告知徐君禮，馬會會向他提供協助，以便他接受與藥物有關的專業輔導。
