競賽董事小組是日完成了有關「包裝大師」於2月8日沙田賽事捷成百週年紀念銀瓶的騎法之研訊。「包裝大師」的騎師楊啟棠及練馬師何良是日均作出進一步證供。「包裝大師」的馬主李運強先生因事未能出席研訊，已授權何良在此宗事件中作為其代表。

楊啟棠被指控違反香港賽馬會賽事規例第99(2)及(3)條，事緣他作為「包裝大師」在該場賽事的騎師，沒有於整場賽事中採取一切合理而又可容許的措施，確保給予其坐騎十足爭勝機會，或取得最佳名次。

對騎師楊啟棠的指控詳情為：跑過九百米處時，他作為「包裝大師」的騎師，開始收慢坐騎並將其坐騎向外移至第二疊，因而令坐騎不必要地失地，而當時合理的做法應為依照指示留在內欄領放馬後面的位置，然後於直路彎開始向外移出；此外，於趨近及跑過八百米處居於「大將風範」後面時，他將「包裝大師」移至「大將風範」外側，令坐騎不必要地在外疊沒有遮擋下競跑直至六百米處。

楊啟棠承認有關指控。小組判罰楊啟棠停賽（九個香港賽馬日）直至2009年3月29日星期日才可再次出賽。此項停賽罰則押後至2月22日星期日沙田賽事後執行。

小組告知何良，他在此項研訊中所作的證供已獲接納。
