Both Bush and Cheney have personal financial ties and interests in Texas oil outside of just US interests. My issue is with these personal interests being masqueraded as US interests and finding ANY excuse to aid in that personal financial pursuit.

It's a matter of control of the oil as well. At the moment due to the invasion, the US controls the oil in Iraq. If OPEC wants to improve profits by raising prices and cutting back supply, it gives the US another outlet to regulate oil prices since demand can be met and ensure supply levels. This allows the Texas companies to run smoothly and efficiency without interrupts of supply and levelling of pricing. My issue isn't with securing local supply, but the profit gained by specific companies that have ties to the current adminstration.

What this does it add more domestic control (not necessarily a bad thing), but also personal profit for those with power that have investments there by securing it since local refineries would stay in business rather than relying on imported gasoline from outside refineries with more outside control.

Price spikes are also due to the specific grades of gasoline required by local regulations (California and the Chicago area are examples) and supplies of those grades.
