Paul McGann from television does indeed play the Doctor. His Doctor (on audio) is turning out to be a great one -- his stories in general (I would say I really liked 6 of the 7 I have heard) are better quality than what we had seen for several years; and Paul has a wonderful time playing the Doctor (albeit on audio).

For the audio stories, I would say the 8th and 6th Doctor have worked the best. The 5th Doctor is about as he was on screen, and the 7th Doctor and Ace have translated the worse into the audio universe.

I am hoping they bring in Ian Chesterton for one of the audio stories soon -- and I think they might for the 40th anniversary (3 cd) story Zaggreus.

For the audio stories, so far my favorites have been: (in order that they should be listened for the 8th Doctor): Storm Warning, Minuet in Hell, Chimes of Midnight and Neverland. Then I would add "Spare Parts" which is an excellent 5th Doctor story about the origins of the Cybermen (It's 5th Doctor and Nyssa together). I really enjoyed Colin's performance on "Spectre" but i think the story, while superior to his on screen, still is not as good as the ones above.

If you want a good, one shot story, to see how good these audios can be -- try Spare Parts. It ties a lot of loose ends of the Cybermen universe quite well.. otherwise, if you want to hear the 8th Doctor get Storm Warning.. it's a good story, good for getting the 8th Doctor back in production.. but some of his later ones are better.. but all tie in with what happens in Storm.
