#1 - No - the government is not a Christian government. Governments and church are two distinct entities and, in my opinion, should always be because they confuse their roles and do neither well. This does not mean that religious people cannot be in government. It means their roles are different.

#2 (maybe I should call it #1A) - Are we a Christian country? Or, are we a country with a lot of Christians in it? There is a difference.

If we followed your logic all the way across the board we would have no police, since we are to forgive those who do wrong against us. But, that would make anarchy and be counterproductive.

Paul speaks directly to this issue (the role of government using force) in Romans 13: 1-7. Now, I know you have no use for Paul but this is really an extension of Jesus' comments about giving to Caeser what is Caesar's. I'm not going to type the whole passage in here because I know you have easy access to a Bible, either real or online.
