Well, I don't specifics--but I know it is a military term--they measure the clarity on 2 frequencies(I guess on their transmitters, radios frequncies--whatever) on scales from 1-5, five being the best--so if both are clear, good, or whatever--then they say 5 by 5. Hope that helps--maybe someone else can be more specific.
