no one ever said she was w/Joyce. Buffy said she thought she was in heaven--and in Buffyverse there are numerous heaven/hell dimensions. So no one took her away from her mother, she was just taken from a peaceful place. And I know it was a good place and all--but there was ABSOLUTELY no way for Willow to have known that--she was trying to help get Buffy back--she believed she was saving her--that was awesome--Willow loved her so much that she attempted something she wasn't even sure she could handle. They didn't know--they assumed the worse case scenario--which typically tends to be true in Sunnydale--if your friend dies in some mystical conversion on the hellmouth--a heaven is not the first place that would come to mind.
