Subject: Mystery dog: Ridgeback X with tattoo

I recently bought a Ridgeback X from the RSPCA in Sydney. He's a 9 month old desexed male, and is a beautiful dog. However he has a mysterious tattoo in his left ear. it looks like a 3 with a dot behind the middle of the 3.
Being new to dog ownership, let alone the practices of breeders and whatnot, I have no idea what this tattoo signifies. Do breeders tattoo thier dog's ears, or do other states identify dogs via this method?
Thanks to anyone who can help, i am simply curious about the history of my dog.
