I have to say that I agree with Barb on this one. That was my first reaction too. I am very concerned that this dog is not being cared for properly by the owner perhaps out of ignorance or maybe the dog is one responsibility too many for this person. Thank goodness your are there to help out and offer the kind of care and attention this dog needs. If this were a client of mine I would first approach it from an education standpoint. Perhaps the owner doesn't know that a dog's temp is normally two or three degrees higher than a humans. Also dog's do not have sweat glands like us and the only way to rid themselves of heat is to pant. It is imperative to provide a cool place with plenty of water for this dog or he could die of heat stroke. If they love their animal that should be enough of a wake up call. I would also call the local human society or dog control. Perhaps they can look in on the dog and talk with the owner about proper care. I have to disagree with Rita in regards to shaving the dog or giving it a "summer cut". After working in the animal E.R. for three years so many pups are brought in half dead from heat stroke. Owners make the huge mistake of shaving their animals down thinking it will make them cooler! Wrong! It only exposes more skin to the heat and hot sun and results in sunburn and stroke. If this client has a hard time listening to your concerns about his/her animals welfare then let them know that you are considering reporting this. In my opinion there is no difference in leaving a dog outside in the elements as there is in leaving a dog in a car while the owner just "runs a few errands". I've lost count of the number of times I've gotten on my cell phone and called the police to rescue a dog from a hot car. Good Luck with this one. It it a fairly sticky situation.
