Concerning Otto Fein, I have checked him.

00.05.17-00.06.17 UC28 It was a schoolboat, I suppose they don't have operationel patrols.

00.06.17-00.03.18 U151 No patrols. This boat started on its first patrol the 18.04.18

00.03.18-until end U140 Only one patrol from 2.7.18-20.9.18

It makes only one operationel patrol (2 is required) or 81 days at see (150 days is required)

This is all theory, but could be the reason.
