This si only my take on the subject, feel free to correct me if I am a moron.

Typically american cars are producing power by using displacement giving them power at lower RPM, where the european cars are typically producing the power with smaller by turning much higher rpm's.

Higher RPM will produce more flat out speed regardles of power, within reason of course. Power at lower RPM will yeild a more functional (actually atainable on the street) top speed, and better acceleration.
