One Baiting Bill Dies, The Other Passes the Senate

On February 20, one baiting bill died and the other made a big step forward.
HB 1095 by Rep. Austin Scott (R-Tifton) died in a House Game, Fish & Parks subcommittee on February 20. At the meeting, Rep. Scott spoke on behalf of his bill, and Sen. Tommie Williams (author of the Senate baiting bill) also spoke in favor of the bill. A handful of hunters at the meeting spoke in opposition to the bill, and Andrea Lane, director of the Georgia chapter of Humane USA, an animal-rights political action committee, also spoke in opposition to the bill.
As chairman of the subcommittee, Rep. Jerry Keen (R-St. Simons) could not cast a vote. Rep. Greg Morris (D-Vidalia) voted in favor of the bill. Reps. Max Davis (R-Atlanta) and Mike Barnes (D-Hampton) voted against the bill. Though Rep. Brian Joyce (D-Lookout Mountain) had told the full committee that he had heard from voters who were against baiting, he did not vote either way in the subcommittee. HB 1095 failed by a vote of two to one.
That afternoon, Sen. Williams’ bill, SB 369, passed the full Senate by a vote of 39 to 11. This bill is similar to the House baiting bill except that it would legalize baiting in the Southern Zone deer season only. It would allow Southern Zone hunters to purchase a baiting permit, up to $50 apiece, to hunt over feeders of any type that protect the grain or food from the weather. Scattering corn on the ground, therefore, would not be legal under this law.
SB 369 goes the House Game, Fish & Parks committee next, and then on to the full House if it passes the committee.
