Passed Laws: 2002-2004
Concealed Firearms Intiative
Aims: To allow the peaceful possesion of any legal firearm in a concealed manner while in public.
Stipulations:
1)To be able to carry a concealed firearm, a citizen must have on his person a permit, to which he must apply to the office of the Governor for, and whose request for such a permit can be denied for any reason.
2)After the application is submitted and received by the office of the Govcernor, the said applicant shall be subjected to a background check, and be check to make sure applicant has participated in the mandatory gun safety course which is 5 sessions over a 5 week span.
3)All currently legal firearms as mandated by the Federal Government are eligible.
4)After receiving the application, the office of the Governor shall have no more than 30 days to issue the permit if the application is accepted.
5)If an application is denied, the applicant may take his case to court, and submit to arbitration hearings. The office of the Governor is then subject to the court's ruling.
6)No person ever convicted of a crime involving a gun may own a permit legally.
7)If found with a faked, ineligible, or counterfeited permit, person may face up to 10 years in prison. Sentence length is largely based on past record.
8)This bill should cost, considering the permit, applicatory process, and state-run gun safetycourses approximately $15-25 million per year. The money will be allocated to this program from the Health/Human Services Budget.

Criminal Sentencing and Punishment Act
I. Aims
To abolish capital punishment within the borders of the Northern Valley.
To make clear the standards under which a criminal may be senteced.
To remove arbitrary sentencings and punishments which are a violation of equal protections.
II. Sentencing
Any court, or any participant from the defense or prosecution found to partake in racial profiling, descrimination, or plea bargaining outside of the law shall be fined between $5,000 and $50,000 and be on probation for 1 year. 2nd offenses require disbarrment for 2 years, and further offenses could mean a lifetime ban.
III. Punishment
No court of law may sentence aprisoner to death.
**Without serious aggravating or mitigating standards**
If charged with 3rd degree, or any form of spontaneous, but planned murder shall merit at least 25 years in prison, with parole eligible after 15 years.
If charged with 2nd degree, or any form of non-planned, accidental, manslaughter, shall merit at least 10 years in prison, with parole eligible after 6 years.
If charged with 1st degree murder, or any form of vicous planned murder, shall merit life in prison without parole.
**With aggravating and mitigating standards**
If charged with 3rd degree murder, must serve minimum sentence of 10 years, with parole availiable after 5 years, and with probation for 5 years after release.
If charged with 2nd degree manslaughter, prisoner may go before a appeals court, to adequately determine extent of the accidental death. Minimum 2 years on probation, and 200 hours of community service, and psychiatric treatment if requested. Maximum sentence of 5 years in prison.
If charged with 1st degree murder, minimum sentence of 50 years, with parole avaliable after 35 years.

Madame Bitche: The point of eliminating luxury tax is that it hurst the economy by lowering demand, and lowering business profits, as well as consumer purchases because of the inelastic supply curve.
Meanwhile Madame Bitche, you have yet to propose any bills.
