Like i have said to everyone else, i am sorry it has taken me so long to respond. To answer your question, it is perfectly normal for you to be jealous and even hurt. You are in a relationship with this man, just because it doesnt currently involve sex does not make it any less of a relationship, so him having sex with someone else is cheating on you. I don't know the specifics of your relationship but if there has been no sex because of conflict or sexual incompatibility than it is understandable why he might think of look elsewhere for pleasure. Understandable to think of it but certainly not appropriate for him to act on it, I believe if you both truly do love eachother, you can work out this problem (if it is actually the problem).
