Subject: Main points from the GMO industry coalition meeting of 15-02

· Dates to bear in mind:

- 18 February: Discussion in the EP: a.m. in the AGRI Committee, p.m. in the ENVR Committee
- 26 February: deadline for amendments for AGRI Committee
- 19 March: vote in the AGRI Committee.


· Current trends:

- it seems that the proportion of MEPs for and against the industry point of view is 50/50; +/- the same within the Council so far.
- it seems that most people (Council + EP) would like to see enforceable and practicable legislation.


· Advantages of industry coalition (from CEPS’ point of view):

- One of the main targets of the coalition is to eliminate any proposal for the labelling for foods derived from GMOs, and therefore to ask for labelling of GM products and for a system based on detectability. The proposal would then be in line with Directive 2001/18 of 12 March 2001 on the deliberate release into the environment of genetically modified organisms and repealing Council Directive 90/220/EEC, which only requires to ensure traceability of authorised GMOs and nothing else.

- Participants in the coalition agreed to exchange information on the latest developments in order to make lobbying activities as efficient as possible.

- The need for coordination of lobbying actions from the various industry sectors was emphasized. Some sectors (such as CIAA, biotech industry, enzymes producers, additives producers, feed producers, farmers, etc.) are preparing amendments in view of lobbying MEPs and convince them to put those amendments forward. These sectors will share their proposed amendments and inform the other sectors about their planned lobbying activities to limit confusion for the MEPs.

- Following preliminary discussions between some participants and some MEPs, it has been advised that the industry should not ask for a completely new approach in the ENVR Committee. It seems that the best technique to get the best out of the situation is to suggest amendments to MEPs, which are as less complicated as possible.
