Gunman fires into empty Planned Parenthood clinic in Overland Park

Fourteen bullets punctured windows and broke furniture in the Planned Parenthood office in Overland Park while it was closed for the Independence Day weekend.

No one was in the building at 4401 W. 109th St., just south of Interstate 435 and east of Roe Avenue, during the shooting. It was the second shooting at the building in less than two years. No one was hurt in either attack.

The FBI and Overland Park police detectives were looking for a white or light-colored four-door sedan -- possibly a Plymouth Acclaim -- that a surveillance camera caught driving around the building about 1:30 a.m. Sunday. It was unclear whether the shots came from the car, investigators said.

A patrol officer found broken windows in the office above Planned Parenthood's Comprehensive Health clinic when he drove past the building six hours later.

The high-powered rifle shots flew through six windows and broke ceiling tiles, walls, lights and office equipment on the second floor. Planned Parenthood of Kansas and Mid-Missouri estimates it will cost $20,000 to $30,000 to repair the damage.

"This clearly had the appearance of someone driving along the street and firing rapidly. Some of the shots are spaced very closely together," said Peter Brownlie, the president of Planned Parenthood of Kansas and Mid-Missouri.

Anyone with information about the shooting should call the TIPS Hotline at (816) 474-TIPS (474-8477). Callers can remain anonymous, and a reward of as much as $1,000 may be available.

The Comprehensive Health clinic was open as usual Monday, and workers saw 25 to 30 patients. No abortions were scheduled for the day, Brownlie said.

The building has reinforced, double-pane glass that is designed not to shatter when shot. Planned Parenthood officials are reviewing security measures. After the previous shooting, officials upgraded the building's surveillance cameras.

Planned Parenthood employees were not warned before the shooting, and no one claimed responsibility to either Planned Parenthood or the FBI.

The FBI and Overland Park detectives were investigating the shooting as a violation of the federal Freedom of Access to Clinic Entrances Act. The crime carries a maximum penalty of a year in prison and $15,000 fine for a violent first offense that does not cause injury or death.

The Overland Park shooting was the second at a Planned Parenthood site over the long holiday weekend. Sometime after midnight Thursday, someone fired five bullets into the Family Planning Health Center in Brainerd, Minn. No one was inside the building.

The Brainerd clinic, which usually sees 40 to 50 patients a day, was closed Friday while workers cleaned broken glass and police investigated, said Jane Miscavage, a spokeswoman for Planned Parenthood of Minnesota/South Dakota.

Doctors do not perform abortions at the Brainerd clinic, but it is the only one in the area that provides "morning after" pills. Demand for the emergency contraception, which must be taken 72 hours after possible conception, spikes after holidays and long weekends, Miscavage said. Officials are worried they had to turn away women who needed the pills Friday.

Police weren't sure whether the Brainerd and Overland Park cases were connected.

Someone fired at least 25 bullets into the Overland Park clinic over the 2000-01 New Year's Day weekend, when the building was empty. Overland Park police and agents from the FBI and the Bureau of Alcohol, Tobacco and Firearms investigated the case, but no one had been arrested.

Two weeks later, a man drove slowly by abortion opponents who were praying in front of the clinic, made baby noises and pointed a gun at them.

Besides the two shootings, police have taken 12 reports at the Planned Parenthood building since the beginning of 2001. There were three reports each of assault or battery, domestic violence and trespassing, plus two city ordinance violations and a theft.
