I don't know. I'm unsure about this perfection talk. People get uncomfortable admitting that some parts of the big picture are imperfect. I think we should take this head on...
We don't expect God to make perfection when this gives rise to inconsistencies. As a sort-of silly example, I might want to be a married bachelor. Get all the benefits of both. But these two terms contradict, it's not possible to be a married bachelor.
What we expect from God is the best possible non-contradiction. And I suggest free will is precisely this.
