In Sept. of 1942, we can see evidence that the censors were intercepting telegrams between the first one above and Sept 17, 1942. Stephen Wise had begun to question the American government, and speak out of the Mazi's plan. This was done in public (the New York Times reported his speeches in one paragraph on page 10). He questioned why telegrams he sent were not getting through to the censors themselves.

Confirmation by Ignacy Schwarzbart in December 1942 to Jewish Congress.

This shows confirmation and gives us a date for Americans to definitely know (if they wanted to).
