There does seem to be a tie betweeen the popular support for a group as to whether they are classified as terrorist or guerillas. I also believe that the reason for such classification can lie within the need to polarize society on the part of the government.
In the end the difference between whether a group is defined as a terrorist organization or a guerrillas movement all depends on where you stand.
