Subject: The Guards Counter attack

This is probably an ignorant question, but here it goes.
My son and I have just started playing and we don't know anyone that has played this before. on the scenario cards, what do the red numbers under the squad counter mean. I assume they are the number (amount) of squads, but I hate to assume.
