Due to the sheer numebrs of counters in CoI (compared to SL), the best you'll get is the listings on pages 60 and 62-67 of the CoI rulebook.

OTOH, if you download VASSAL and the newly completed VSQL2.5, there is a very good CoI counter set provided there! For more information, go to http://www.vassalengine.org
