Subject: Machineguns and the Evolution(?) of Penetration

Was the rule that docked the FP of penetration 1 per ensuing hex added in GIA? I don't see any mention of it in neither v17#2 nor v20#1 of The General and that surprised me, given what a whopping reduction im MG effectiveness the rule seems to be. Any ideas on what prompted such a thing?
