Correct. A leadership modifier can only be applied to one attack per phase that originates solely from the same hex occupied by the leader. (rule 15.2)

Questions of being "beter off" are more complex and can not be answered accurately without a specific example. See "Arms and the Man: ..." published in The General.

But yes, it is often worthwhile to fire a leader-led hex separately from a multi-hex firegroup in order to gain the benefit of his leader DRM.

It doesn't. There is a Q&A that clarifies that if there is a leader in _each_ hex of a multi-hex firegroup, you can apply the LOWEST leader's DRM to the entire firegroup.

For example, three adjacent hexes with 9-1, 9-2, and 8-1 leaders could combine as a multi-hex firegroup and apply a -1 leadership DRM to the attack.
