Subject: Vehicle movement out of Covered Arc question

On the Vehicle Movement Costs Chart, there is the line that says "outside of Covered Arc". When clarifying 30.5 in the Compiled Q&As it says that vehicles do not "move sideways" but rather "change its Covered Arc within the hex it starts its move from before moving into another hex".

This brings up two questions:

1. Can the vehicle change its Covered Arc without leaving its hex using this rule?

2. Is the 4MP + COT figured based on the hex the vehicle is in (where it is changing its Covered Arc) OR based on the hex it will enter? If it is based on the hex it will enter and the answer to my first question is "Yes", then does the vehicle simply pay 4MP with no COT to "turn in place"?
