Yes. The importnat thing is the following sentence of
rule 14.6, "... attempting to rally which has been fired
on by 1 or more firepower factors SINCE THE PRECEEDING
RALLY PHASE (regardless of the effect of that attack)
must roll DM ...."

No. Enemy units in melee are still enemy units, so the
broken unit(s) may not remain adjacent. You are correct
about the range of enemy units that are locked in melee.
