Interesting. By the way you ask, I think I know what
answer you would like to hear. ;-)

Yes, that die roll is the amount of MF that the unit loses
in their effort to leave the wire hex. What it DOESN'T say
is that they unit SPENDS those lost MF in the wire hex.

There are almost no cases where you may DF into a unit's
starting hex. The best exception is when an adjacent unit
attempts to place a DC and then moves away (see 23.3).

Although this is not an "official" answer, nothing in the
wording of the Wire rules would lead me to believe that you
can fire at that starting hex.

Just my opinion, perhaps I can get Alain Chabot to respond?
