That is correct. Routing in an open ground hex, but also
through or behind (meaning the only enemy LOS pass through
or from a smoke hex) a smoke hex, is acceptable. Since I
happen to have access to the Q&A on this machine:

}13.42 May you rout through a smoke-filled hex as if behind
}a hedge or wall?
}A. Yes - in addition, AFVs, wrecks, entrenchments, bunkers
}and roadblocks can serve to alter clear terrain for
}purposes of determining allowable rout route and defensive
}fire vs. adjacent AFVs. {SL4-23}
