Ok, I think I figured it out. I was using the scenario start files from this website (specifically Scenario 1 and Alpha-O) and I couldn't get tracks to work with them at all. I think they were created with old versions of the counters, because if I get a counter out of the counter bin, I can use the tracks, but it doesn't work on the counters supplied in the scenario start files.
