I am guessing that you are playing at the COI or later rules level?

In SL, an MMG has a "to kill" number of "-2" which is
insufficient to have any effect on any SL tank. Might
be able to kill a halftrack, though.

In COI, if the AFV has poor enough armor, plus any range
modifiers, there might be a chance of an effect. In
addition to possible critical hits.

MGs automatically hit any vehicle, so no "to hit" roll
is necessary (implied by rule 33.7).

I don't think you can do so with any chance of an effect.
A Q&A indicates that an MG being fired at half firepower
by a leader could not have an effect on an AFV. It makes
sense that the halving due to advancing fire restrictions
would carry the same penalty.
