Rules level ought to be specified here.

In SL rules, all MGs malfunction together and
all are repaired together. Nothing states that
CE status is required. (rules 38.1 and 38.2)

In COI and above rules, the different MGs of a
vehicle malfunction and repair separately. As
an unofficial answer, I believe that attempting
to repair an AA-MG would require CE status
when using COI or later rules sets, since doing
so is "using" the MG in a sense. Note that CE
requirements are specified in rule 66.43 and
64.44.
