Subject: Close Combat

In Close Combat, do all defenders have to be attacked?

A 6-2-8 Russian in CC with a stack of Germans, one half squad at 2-4-7, and 2 4-4-7 and 2 LMGs. The Russian states that he can divide up the attack any way he wants and attacks the half squad at 3-1 odds and ignores the rest of the units in the hex. This makes no sense to me as one has to then believe the rest of the units in a 40 meter hex are going to ignore the fighting being done by their fellow soldiers standing shoulder to shoulder to them. In the Russians defense, I could not find the specific wording in the rules stating every defender in the hex must be attacked.

Please help as I feel this is an explotation of the rules.
