Yes it can, because the halftrack (AFV) creates a +1 DRM in the hex. See Q&A on rule 13.42 (definition of non-open hex) copied below.

If the unit is broken during the movement phase, as defensive fire is taken per rule 16.7, then yes the vehicle would have to expend the 2 MP for the disembarking.

A couple of issues. The broken unit could remain "under" the halftrack until a legal rout path became available, per the parenthetical comment after rule 13.42 in the rulebook. Which is good, because re-entering the halftrack is not an option. Rule 31.4 clearly limits boarding of passengers to the movement phase.

However, a different twist on this is rule 47.9 that permits broken units in halftracks to remain in the halftrack. This rule even permits the halftrack to move, within limits. All a significant difference from the treatment of passengers riding tanks.
