I would use the speaker trick. Someone wrote me about this the other day so I will post the e-mail:

OK. So you want to use soundboards to make prank phone calls? You are on
the right track on sending the wav files from the computer to modem by using
the sound card. And no, that will not interfere with Modemspy recording as
long as you are recording from the modem.

However, the tricky part is actually setting up your modem to turn on its
microphone jack. I had a fax/voice modem and was never able to get it to
work, so I came up with something else.

Just take a pair of head phones and channel all of the sound to one speaker
(either right or left) and then put that side of the headphone on the
microphone part of the telephone. Adjust the volume it is audible over the
phone and then do your calls that way. You should still have enough room to
put your head to the earpiece and hear what the other party is saying.
