I don't find that big baits means big fish. I usually move if I am hitting Jacks until I start hitting decent fish. You will usually find that haunts frequented often by Jacks are not frequented by large females. The two don't mix very well.

Lamprey: Cut it in two. Three if its a really big one. The head section produces the most fish.
Smelts: The whole thing regardless of size.
Mackerel: Cut at the anus and use the tail section. The head is also a cracking bait. The remainder can be cut into 2 decent sections also.
Sprats: The whole thing. Very underused bait these days. Good though.
Trout: Used whole. Only use smallish trout (7" or less). I find the bigger ones never get much attention.
Perch: Best used whole. A 3-6" Perch is an ideal bait and doesn't require popping up if fresh.
Roach: Again, best used whole. Pike will gladly eat Roach upto 7". Any bigger and the bites come slower and farless often for some reason.
Skimmer Bream: Best used whole. Often works when everything else fails. Never seems to pick up fish when other baits are "on" though. Heaven knows why.
Eel: Treat much in the same way as Lamprey.
Herring: Seems to work best whole and best kept smallish. Chunks of Herring will pick up fish if they aren't too fussy.
