I've been doing some iternet research on this subject over the last few days, and opinion seems to be divided. Some assert that the moon only has an effect over rivers due to the tidal influence of the sea others that it affects all waters. Others claim that cloud cover and atmospheric pressure are more important. Moonrise and moonset are supposed to be the best times for all believers and for a few days around the full and new moons. The best advice I can give is to have a go and keep a diary. A useful website is http://aa.usno.navy.mil/data/docs/RS_OneYear.html which will give you sunrise/sunset and moonrise/moonset times for one calendar year. You will need to know your latitude and longitude which you can obtain via multimap.com.
