Don't think it is so much that lures don't work in the winter, because they do, but a case of location. Where you catch in the summer is unlikely to yield much until the last few weeks of the season. Your lure selection is fine, you probably just need to widen your search pattern, possibly heading for deeper water on the Northern side of the fishery.
