Humm..its one of those flip a coin descisions.
Sometimes I find Pike will shy away at the mere sound of footfall and that's it. No Pike all day.
On the other hand, I have also had days where I've thrashed the water to foam, flung baits about with heavy leads, waded about, banged in banksticks with a mallet and it seemed like I had just rang a dinner bell. The weird part is, once one has been caught, lots more soon follow as if they're are attracted to the scene by the commotion.
Maybe someone else has an opinion on this but I would say, if the water is flat calm, be calm. If the water has a decent ripple, you have much more freedom to move about and perhaps...take a bait out by boat.
One thing for sure. If Pike regularly use that particular area, they will come back as fast as you leave.
I've waded out and dropped a bait into 18 inches of water. I couldn't hit the spot with a cast so I walked out and placed the bait. I had only waded back about 30 feet when the bait was taken. The spot was vacant as far as the eye could see so the Pike returned almost immediately.
