Subject: POW Noel Maguire - a victim of psychological torture!

The cat-and-mouse game the Irish Dept of Justice likes to play with Fermanagh-born republican Noel Maguire continues unabated.
Noel is currently serving his sentence in HMP Full Sutton, Yorkshire, and has been refused repatriation to an Irish prison on three separate occasions - despite the fact he meets all the criteria for transfer.
A few days ago Noel was taken from his cell to an area adjoining the visiting area, where he was photographed. When he enquired what the photographs were for he was informed it was at the request of the Irish Embassy in London.
This is the usual procedure now when a prisoner is being repatriated to country of origin within the European Union - and which led Noel to believe his departure was imminent.
This was not the case however. Two days later Noel was visited by an Irish Embassy official and was told the photographs were 'only a formality' - and would be kept on file should the Minister for Justice Mr Michael McDowell TD see fit to allow his repatriation.
This is nothing less than psychological torture. Noel has already been told he cannot apply for repatriation again until at least 2008 - so why put him through this bizarre pretence of being sent back to Ireland when the authorities know full well it isn't going to happen?
It appears Noel is being provoked into making some kind of protest out of sheer frustration - which would affect his visiting rights and future remission.
Noel is aware of the international day of solidarity to highlight his case on March 30.
In his communication with us today he expressed his thanks to all those taking part, and has his full support.
