Subject: My yorkie started urinating in the house again

My 14 month old Yorkie was housebroken by about 6 months old. He would sit by the door and wait to be let out. All of a sudden he doesn't sit by the door anymore, he just goes EVERYWHERE in the house. I believe there was a female in heat in the area, because he started to try to run away (always to the house where there are two yorkies), which is about when he started peeing everywhere. I am at my wits end and don't know what to do. Would getting him neutered help?
