Mulder speaks French I think. I know he said he wished he spoke Chinese in "Nesei". It wouldn't be Spanish because his pronunciation of Spanish words is terrible.

Scully speaks German (Unrhue).

Krycek speaks Russian of course.

I don't know about Dogsbreath but DOGGETT speaks Spanish but not that well.

Skinner I don't know. He spoke German in Triangle but that was just Mulder's dream/alternate reality.
