I think almost everybody knows that Mulder went to college in England; that was the "easy" question.
Scully lived in Japan as a child. To answer detoured and others. . .it was never actually "mentioned" but in "Christmas Carol", when Scully and her mother are looking at pictures of Melissa as a child, the captions under the pictures say that they are taken in Japan! (You have to really be paying close — obsessive, actually — attention to "XF" to have picked up on this one.)
K-Mom was right about which XF novels take place in foreign countries, though she wasn't able to name the countries.
"Skin" takes place primarily in Thailand; while "Ruins" is mostly set in Mexico.
