What a load of baloney.

The police are going to be forced to reopen the investigation *why*?
If he's saying ol' Frank did it, the police have little reason to open it because Thorogood's dead. Can't be apprehended, can't be tried, can't be put away. This alone makes an investigation unlikely-- check the criteria for the UK police re-opening a case, people.
If the movie claims someone else-- Keylock, for example, dunit, they might have a chance-- if there's reason to believe it.
Take the N. Fitzgerald "evidence" mentioned in the report posted below (one of the most bloody important documents relating to the 'murder case'). Fitzgerald spoke to the cops. The cops decided he was full of it. Even an amateur investigation shows that his book, and by extension he, are full of it anyway, so this shouldn't be surprising. Anyway, the case wasn't re-opened because the alleged eyewitness to a brutal murder didn't actually witness a murder, or anything else for that matter.

My point? Anything this movie presents better come with legit people willing to talk to DI Booth or whoever. If their stories consist of "Well, I was upstairs in the house at the time but I *know*..." or "I lied under oath thirty years ago, but this is the real story..." the authorities aren't going to be too likely to expend the time, money, and man-hours on it.
Now, public outcry *might* force the authorities to open the case without legit evidence, just to shut people up (this is probably the hope of those fans who feel something fishy went on but know quite well the murder books are bunk), but where is this outcry coming from? Brian Jones fan(atic)s aren't exactly a massive voting bloc. Regular old Stones fans outnumber them anyway, and if Mick'n'Keith are being tarred in the film, Stones fans aren't going to lend their support to devotees of the Blond One.

Another thing. I saw Backbeat repeatedly. I like it as a film. It isn't history. Some details are changed for artistic impact-- the ending death scene, for example-- and "artistic" and touching death scenes aren't the stuff of a murder investigation. Wooley isn't demonstrating historical fidelity here. He *did* demonstrate willingness to warp a character's personality and motivations to suit his ends. Example: In Backbeat, Cynthia Lennon moons over how much she wants babies. This is probably intended to foreshadow that she's gonna get pregnant (intentionally?), and poor John'll just have to marry her instead of finding a nice intellectual like Astrid Kircherr (or Stuart Sutcliffe). In fact, Cyn didn't want babies-- her autobiography gives the lie to the Backbeat characterization. But, Woolley apparently needed an antagonist, however insipid, and warped Cyn's characterization accordingly.
I would not trust this man with providing evidence in a murder investigation.
