OK, it's a bit late to build a fleet of amphibious-air carriers in hopes of getting help to the Christmas-weekend's tsunami-survivors. But, there *will* be a next time, somewhere in the "Ring of Fire" (a.k.a. the Pacific-rim). "Flying-boat" aircraft are perhaps less fashionable and higher-maintenance than jumbo-jets and they can't fly into landlocked cities. But you can only land a jumbo-jet in a harbor once, and it tends to damage the passengers/cargo beyond cost-effective recoverability. If there were some flying-boat right now that had the capacity of a C-130 or so--and it could be beached like a LCM for loading/unloading via bow-doors--nobody 'round the Indian Ocean would be lamenting that it couldn't carry them to Kansas.

For now, hopefully our Pacific "Gator Navy" resources can be applied in some creative ways, because those people need nothing less than a full-scale amphibious invasion of assistance. But somebody would serve his own interests now and Humanity's needs later, developing and building such an airplane for Pacific-rim service. To get something like a water-purification plant, tons of food and everything else Tsunami-survivors need *in,* a "slow" flying-boat could still be literally 5 to 10 times as fast as a ship.
