Personally, I don't understand why modesty isn't Biblical. Or, maybe I misunderstood you.
Covering the woman's hair is brought up at 1Co 11:13 (Judge in yourselves: is it comely that a woman pray unto God uncovered?). It doesn't really read as a PROHIBITION of uncovered women at worship... but more a command to CONSIDER whether it's desireable in the situation. It appears in a section of scripture (1Co 11:1-17) which deals with Christians' duty to submit to each other (not just women submitting to men, or to their husbands), and to not cause each other unnecessary problems to the distraction of some from Christ's way. We are to be followers of the Church authority (customs, church rules, etc) even as the authority follows Christ; in this, we are to consider the effect we have on one another in our clothing or other habits so we do not inadvertantly put obstacles in someone's way by our behaviors. Our objectives should be to strengthen one another in Christ with due regard for each others' sensibilities so we can "come together for the better, not for the worse" (quote altered slightly from v 17).
That adds up, for me anyway, to modesty and consideration for others, just as Julian said.
